Any idea why the Corviknight line is only accessible in postgame?

After checking the docs, I noticed that:
Rookidee isn't located in Route 22 anymore, and Corviknight is a 1% encounter in Three Island
Corviknight's evo levels have been reverted to vanilla
What's the point of these if you can't even access Rookidee (unless you found it in randomizer)? Iirc it's not too OP to warrant that...
