A new account after permanent ban

So I got banned for botting in my main gmail account. Yeah I know I've been naughty, but if you think Pokemon Go is a grind in cities like New York, you should see how it is in Abu Dhabi. From my house, there's literally just 3 pokestops I can see. And I live downtown in the heart of the city. I don't there's anywhere in the city where you can see more than 7 or 8 Pokestops at a time.

Anyhow ..

I made a new PTC and google accounts. However, There are literally 0 pokemons spawning. I went to a lure and still nothing. What is going on?! However, I can visit pokestops and get the items.
