Best Hold (Special) Move for Pokemon?

What's the general consensus on the best Hold (Special) move for pokemon? The one with the most bars, the one with the least, the one with 2 bars only? Do different specials have different durations or casting times?

I'm debating between things like whether Discharge (3 bars, 40 damage) or Thunderbolt (2 bars, 50 damage) is better for Jolteon, or if Flamethrower (2 bars, 50 damage) or Heat Wave (1 bar, 60 damage) is better for Flareon. So far my personal opinion is that a high number of bars/low damage specials are next to useless, since you can fire off several normal attacks (and dodges) in the same duration of time.

What do you guys think is generally the best amount of bars for a Hold Move is?
