Bluish Aura Behind Pokemon

Does anyone know what the bluish aura behind different pokemon means? I've tried to look for a pattern behind them, such as weight, CP, or attack moves, but I can't figure out why some pokemon have bluish auras and why some don't.

Take a look at the Charmanders for example, both of them have XL on weight, normal for height, and Ember and Flamethrower for their moves. But one has a bluish aura and one doesn't. Out of 25 pidgeys I have, maybe a third of them have it and there's no pattern I can follow for it.

What is the significance of the blue aura behind them?
