Power him up or get extra attack?

Caught this cutie on the mega raids some time ago. Used the meteorite for Dragon Ascent and it has Dragon Claw as fast attack. I'm saving candies to get the extra attack and buddying him for best buddy. So far is my most precious mon. Would you recommend me to power him up or get the new attack first?
