Same Pokémon but one takes more candy to reach max CP, not sure why that would be?

I have 2 drilbur. One of them is 1152 CP and to max it out (1374) it takes 134 candy, the other one is 1177 CP and to max it out (1449) it takes 162 candy.

Why would the higher CP Pokémon require more candy to get to max CP? 28 more candy to be exact. Also why is one able to get to a higher max CP than the other?

Sorry if this is basic knowledge but I am highly confused and feel like I’m missing some good knowledge that I need to know before I use any more candy on my Pokémon and choose which ones I invest in.

Thank you for any answers/insight to this. I love this game and I want to be the very best, the best there ever was.
