Level Ball Feebas in XY… how?

I’m chain-breeding for a Level Ball, max IV, female Feebas to raise through an Omega Ruby playthrough and I just realized I cannot pass down the Level Ball through this male Feebas I obtained via wonder trade a while back.

My main question is how did Igor (OT) have a Level Ball Feebas at all?

We can’t throw Apriballs in XY and ORAS, nor in B/W/B2/W2.

Feebas wasn’t around in G/S/C.

Feebas is unobtainable in HeartGold/SoulSilver without a Pokéwalker, and from what I can find Apriballs do not exist in Diamond/Pearl/Platinum.

Could this Feebas have been obtained via modding? Is there any alternative?

I realize I’m late to the online trading party given the shutdown but if anyone can help me I’d greatly appreciate it
