Chimchar won’t appear at route 211

This cursed chimchar will not spawn on route 211 no matter how much I try , I must’ve used about 35 lures and still NOTHING. Does the expert lure actually make a difference in encounter rate or just step count ? I’ve only been using normal lures.
Can someone reassure me I’m actually looking in the right place cos this is where it says on the pokedex but I’m losing my mind and I rlly wanna get on with this play through
(I am aware I can buy one but I want to catch it first)
