Help, best nature for drought ninetales in pvp?

My preferred nature is modest, it maximizes special attack and the power of solar beam.
Also, because modest ninetales it's slower than timid ninetales, so the weather is less likely to be taken away.
Am I right on this? Mostly unsure about if it's the quicker one who gets the weather, or the slower one? (For instance, when drought team v. s. drizzle team)
