Auto launch when gamepad is detected?

Hi guys, this is possibly more windows related Tham playnite but I'm wanting to know if there is a way that I can get a program (specifically PlayniteFullscreenApp.exe) to automatically open when a gamepad is detected? As sometimes I use my pc as a console and would like to not need the keyboard and sometimes it is at my desk. Thanks heaps
