Is it possible/feasible/easy to convert various types of plastic into ABS plastic?

For example, if you scooped up a whole bunch of little plastic bits from the Great Pacific Garbage Patch, could you then convert it into ABS plastic, suitable for use in a 3D printer? And if so, would you need anything fiendishly exotic or expensive, or could any standard small chemical engineering firm do it?
