Hen and chicks drying/dying??

SW Idaho, hot and dry. I inherited a hen and chicks succulent a month or so ago. In the past couple weeks, it started sprouting teeny little buds that I think might be more ‘chicks’. But the interior leaves seem to be drying up, and a few of the established chicks have died off. It gets dappled sunlight from 7am-noon, and full sun from noon-7pm. I’ve been lightly watering when the soil is dry about two inches down. The soil is a combo of potting soil and coconut fiber, with rocks and some sand under that. Not sure why some parts parts are growing and other parts or drying/dying?? Maybe it needs a bigger container? And do I need to do anything about the new growth/possible-chicks?? Thanks!
