Found next to a trash chute. Can this be salvaged?

The soil is very loose and water flows right through it, it doesn't even look like actual soil.
I would be grateful for an ID as well. I am the maintenance guy in an apartment complex and people leave stuff behind all the time, including plants, so I decided to start up my own plant rescue. I don't know much about this sort of thing but I'm willing to learn. Thanks!
