Help! Little Bumps on my Black Eyed Susan leaves

Hey all. We’ve been growing a vine wall in our apartment and noticed that some of the leaves on certain plants have these little bumps on them. I’ve used neem oil a couple of times but haven’t seen any improvement. Any idea what this could be and potential remedies?
