Pokemon Ranger Mechanics?

Im wondermg if Pokemon Ranger affects things like Xerneas BREAK's Life Stream. If Im using Xerneas BREAK in my active, and my opponent has a Glaceon EX and uses Crystal Ray, would using Pokemon Ranger disable Crystal Ray's effects for my turn AND disable Life Stream's effects, basically making it a 20 damage move regardless of energies on my side?
TL;DR: Does PR affect just lingering effects or effects of moves used after playing it as well?
