Need help on local Pittsburgh codes for home DIY work

I am planning on finishing a portion of my basement in the near future. I've have removed most of the existing walls and ceiling from the area, had a waterproofing company come in and put in a french drain and sump pumps, and am now planning the space. Plumbing is present in the basement and I plan to install a bathroom in that location. I am looking for electricians now to re-run electrical through the basement everything is daisy-chained together now. The total basement is about 800 square feet and I plan to finish about half of that (the rest is used for storage, HVAC, and laundry room.

My question is what kind of permits do I need for this job and what are the steps I need to take to acquire permits and inspections if required. Do I need to be fire blocking in the basement when framing?

This is all new to me. I've done a lot of small repairs in the home already, but nothing to this scale. On a side note, is there a way to get the original plans from my home (70 year old home). I am almost certain a wall in the basement is not a load bearing wall but want to get confirmation before taking it down.
