Why is housing so difficult to find?

Or I could just be an idiot both could be true.

I have a 1400/mo budget. Travel nurse working at Passavant. Preferably prefer to live in North Allegheny, but I understand Mccandless, Wexford, Cranberry area is pricy.

Willing to do a max of a 25 min commute. The apartments I’ve found within my budget are ran down which is odd. Because I feel like 1400 is a lot but I could be wrong.

Basically what I’m asking is: What neighborhoods should I be looking at? I’m a single female that’s lived in suburban areas all of her life. Thanks!

Edit: I’m also a person of color, everyone has been awesome and warm in Pittsburgh but I would prefer to not be in a conservative area
