Drawing a horizontal line with dots but not in an overlay

I'm trying to create a panel separate from the chart. In it, I would like to have a horizontal line that is centered vertically. In some places there will be colored dots but not in others.
I thought this would be easy, but I have looked at line(), plot(), plotshape() and other stuff and just can't seem to figure this out. I'm an experienced developer but new to pine, I'm sure this is an easy question and I apologize for that, but would appreciate some assistance.
