As explosives age both the detonator and the payload can become chemically unstable. So literally every undiscovered dud out there is a ticking time bomb. Most are filled with TNT or a mixture of TNT and another explosive. As it breaks down it becomes more susceptible to being set off by pressure shifts in the ground, photoignition, even a random spark.
