When is the right time to start learning a song?

I know the title is vague, but an advice always given is "don't try playing songs above your level", yet, how or when can I know I acquired a certain level? What are the milestones necessary to achieve before playing Debussy Reverie or any other composition? How did you got to know you were ready to go for a difficult song?
