Am I crazy or is this bad on the composer’s side

The top line has an extra sixteenth note(17/16) but this is in 4/4 but the bottom line actually has 16/16 notes. Right?? Also the next section has the same problem but 18/16 notes. I saw a video of someone playing this and they linked the sheets they used to play it. How am I supposed to play this piece if the beats don’t even line up?
