Cresc/dim markings are for volume or tempo

When I see a crescendo mark < does it always mean to get louder or does it mean to speed up? Same with the diminuendo mark > but getting softer vs getting slower. And I heard something about hairpins. How do I know when it’s talking about volume or speed?
