DEA license in Ca

At least, this SHOULD have been simple, but the DEA help desk told me 2 different things and no one at the PA Board was available to talk.
So, if I understand this correctly, in CA you can apply for a DEA license BEFORE you do the controlled substance course? The course has no effect on your DEA application, you just need to do the course before you start prescribing and submit a certificate of completion to the board.
Is that correct?
