Free Transform has reverted to old version? (Correct version selected in Preferences > General)

All of a sudden my free transform has reverted to the old version (meaning that in order to transform without warping the aspect ratio I need to hold down the shift key).
- I've made sure that "use legacy free transform" is not selected.
- I've toggled this and saved with no change no matter if it's checked or not.
- I've reset Photoshops preferences.
As far as I know I've made no changes to Photoshop or my computer. It just started happening out of the blue. And is f***ing with my muscle memory!
Does the sub have any suggestions?
I'm using ver 22.5.2.
Edit: The Refine Edge brush tool within Select and Mask is also working like the old version
