Any suggestions on how to stop pixelisation?

Hi all, I have exported a document from indesign as a .PDF and i am placing it into photoshop to resize it down very small for a website banner, but the resolitoon of the image i am placing my pdf onto is only 72, when i resize my pdf right down it is pixelating.

I have tried resizing using the image>image size and selecting the one best for reduction but the image is still becoming really pixelated.

I need this doing as it's a part of my job but myself and my colleagues can not seem to figure it out!

Can anybody shed some light on my situation?
