How do you fix this memory problem?

I set the limit to about 2GB, but Photoshop consistently goes over that limit. Also, when I close all my files and am left with just the shell, with nothing open, the excess memory is still being used. Everything is closed! There is no need to keep on using all that memory!
How do I fix this? Thanks.
