How would I photoshop Raven's magic into a photo?

Essentially, my friend does cosplay and I've offered to edit for her. She's sent over a few pictures of Raven from Teen Titans requesting the magic, which for anyone unfamiliar, are circles around her hands where the only colours are pure black and pure white. How would I make this effect in Adobe Photoshop?
