How can I pixelate a photo to have a specific amount of pixels?

Hey I got a request to pixelate a photo to be used for rug making and they need the photo to be broken up into grids with pixels. I used the grid guide on my PS cs6 and can get it really close but not to what's needed. They want the photo to be 50x39 grids and in each grid it needs to be 10x10 pixels but I can only make it 9x9 for some reason
