Please help. Not sure what to do about home association

Hello, I live in Chandler Arizona and im afraid that my home association is pocketing funds and is corrupt. I live in Blackman ranch and for 15 years our park has always had grass and been well taken care of.
It's April and our park is deader then dead. The cement is cracked and its disgusting..
Our home association fees are not being used for what they are telling us they are used for.
How can I contact them? Should I record videos? Is there any legal advice available.
