Best career path to get out of the country

Hello! I am currently 21yrs old, and working as a line cook. I didn't finish college (dropped out after a year since I transferred to a culinary school. I got a certificate but not a bachelor's degree. I did 2mos of OJT at a commissary kitchen. I had my first job for 5mos and quit due to poor management and commute struggles. I am at my 2nd job, about to be 2mos in. Unfortunately, I have developed severe hand and feet eczema, which are huge obstacles at my work. I am forced to change careers but have no idea what would be the best one for migrating.

Nursing was one of my options due to the high demand for Filipino nurses abroad, but after researching, I found out that people with hand eczema are also switching careers. Usually, people with my condition go for an office job.

I am open to going back to college but will have to make ends meet since I will be using my savings and some help from my sibling (We've been cut off from our family). What course and school would be suitable for a career abroad? (I have to consider the tuition fee so I'll be applying as a scholar if ever) Should I go into BPO instead and try to pursue a career from there? Will there be career growth that can be carried abroad?

TLDR: Best course of action for a non-degree holder to go abroad?
