STD/HIV Exclusion in HMO’s

I really baffles me why most HMO policies exclude medical services caused by STD or HIV. I always check this stuff every time my company changes our HMO provider but it has been the same.

Why does having an STD count as negligence on the part of the employee/person? It usually in same field as alcohol and drug abuse. Does this happen on other countries too?
