Buildings in center city that stay unleased- what’s up with this?

I feel like so many places that had the business in them leave in the pandemic has stayed unleased and there are a bunch of empty storefronts. But downtown feels pretty active to me. Is anyone more educated than me on city stuff able to speak on why? Is this normal?
