PPA towed friend's car I'm borrowing

I was borrowing my friend's car (who is out of the state) and the PPA towed their car (unexpectedly, from a spot we always use). I have all the paperwork: registration, insurance, etc, but I'm not listed on any of it. Do you know if the PPA would let me pick it up? Is there any documentation that would allow me to?
