I have a rowhouse with a tiny concreted over backyard as do my neighbors. My neighbor on one side has some sort of mental issues and simply does not maintain his back yard. His mother had a small garden there but she died several years ago and since then he's let it completely go. It is completely overgrown with weeds that are 6 feet high, there is abundant standing water which allows mosquitos and insects to breed, and the weeds are constantly spilling over into my house, including ivy which is damaging the wall between our yards. Worse yet another neighbor's house seems to be largely abandoned and the weeds have started to colonize its backyard, with no mitigation from the absentee owner
Is there anything I can do to have the city force him to maintain his yard? I bought this house in part so I would never have to do yardwork again and here I am every weekend trimming ivy and pulling weeds while getting feasted on by mosquitos. None of it is visible from the street
