UPD F2F activities for students with SNs 2019 and below

I called the UHS and they said it is up to the college to require students with SNs 2019 and below to require them to get a medical certificate from the UHS for F2F activities.
The college will be the ones to set the appointments for their students, and they can only start after September 15. Today until September 15, the UHS is only accommodating students with SNs 2020 and above, transferees, and students returning from LOA/AWOL
Can anyone advise or verify?
