Should I try to transfer to UPD even if I fall short of the requirements?

I'm currently a 2nd year Econ student in UPLB. I'm considering transferring to UPD but my grades kinda suck. The courses I'm interested in have a minimum GWA requirement of 2.25. However, my GWA after this sem will most likely fall short of 2.25. Maybe somewhere around 2.26 to 2.30. Is there still a chance that I'll be accepted or will I be rejected outright because my grades aren't high enough?
