Help! No growth in 3 years

I’ve had this baby for three years, in the Bay Area, and it hasn’t grown. It’s in a mix of mostly pumice and some really nice cactus mix. I’ve tried growing it outside in direct sun, moved to indirect sun after about 6 months, tried an outdoor greenhouse w indirect light and lots of warmth. Someone that lives down the street from me, has beautiful specimens multiplying like crazy & neglects the heck out them outside :( it’s not mushy, but it is a somewhat squishy. Is it stunted? Can I save it!!!!!?
