Why did Capital One deny my credit line increase?

I recently went through the automated route to request an increase on the $750 credit limit of my Capital One Quicksilver card. My two week old memory says the given reason for declining was “Capital One is currently reevaluating credit limits and usage.” It definitely didn’t allude to directly to me, more like they were just dealing with corporate existentialism.

Relevant info.
My credit score oscillates between 680 and 720. I regularly max out this card. I pay every other week. I have not accrued interest on this card in many months. I have another Capital One card with credit limit of $4300, balance stays under $400, have not accrued interest on this card in many months . I am currently paying off some major expenses paid for with a credit union credit card. 98% on time payment history. Credit card credit usages hovering around 35%.
