Unexpected Bill from Accountant

I received a Notice CP2000 from the IRS for my 2019 filings. From what I understand, all paper filing processing is being delayed because of COVID. The IRS has my filing and already cashed my check (in 2020), so I'm not super worried.

My accountant sent me a bill of $450 for responding to the notice. That's equal to what they charge for the entire filing.

That bill seems excessive. What is a reasonable fee for something like this, and can I push back?
