$MHN - shoukd I consider this stock or bond allocation?

I was gifted a few shares of this and I cant decide if I should think "this is an equity and should be considered part of my VTSAX allocation" or "this is a bond and part of my VBTLX allocation."
At the end of the day, it's fed tax free and provides a much better yield than VBTLX so I dont see a reason not to keep it. Unless...it will behave more like a stock etf and won't provide bond-like stability in a market drop.
