Refinance: Chase messed up CEMA, any recourse?

My parents originally obtained a mortgage with Washington Mutual and refinanced with Chase in 2009 (I believe that was when they merged). We are currently trying to refinance and tried doing CEMA to save on mortgage taxes, however documentation retained by Chase was incomplete or inaccurate (mortgage was for a multifamily but the address listed specified "Unit 1"), resulting in CEMA not being possible and an additional 12k in mortgage taxes. My parents are understandably frustrated and are asking if there is any legal recourse? Would we file a complaint? Or considering we technically signed off on this and it was 10 years ago, we should just eat the cost and move on?
