Can I take money out of a mutual fund without penalty

Long story short, I need some money right now so I can pay some very expensive medical bills. I have a mutual fund with Chase that was set up by my grandmother when I was 16. It was 17k back then today it's around 24k. I've never touched it and I barely make 16k a year if that helps. Is there any tax involved or fees if I were to transfer about 5k to my bank account?
