New Car's Ad Valorem Tax

This seems like the best place I could think to post this, if there is a better place then please let me know.

I recently bought a used 2005 Buick LeSabre from a friend for $500 (it's not in the best condition, but works). Today I went and got insurance for it, as well as to get it registered. I was told by most people, parents included, that it would be a $20 fee for registration, and the ad valorem would be roughly 7% of what I paid for it. But when I went for the registration they charged me about $246 for it ($20 registration fee included). Is this supposed to be right? Also something to add, this is in Georgia. Any clarification on this would be helpful, thank you.
