When do people actually use car insurance?

I am new to driving and I hear stories of people getting into fender benders and most of the times they prefer paying out of pocket. The number 1 reason is because they fear their rates will go up. So when do people actually use car insurance and for how much? I am assuming people use it for major accidents where a car is totaled or if the accident has caused over $2000 worth of damage? Is it a bad idea to use car insurance if the accident costs less than $500 to fix? when does /r/personalfinance feel is the best time to use it?
