Lived in a house for 5 years( rented) now I am moving on. Spent the last week cleaning, had a property manager come through and tell me he’s gonna charge me for them to do a basic clean and to clean the carpets. Help me?

Ok so like the title says they are gonna charge me for a final clean through and to clean the rugs. Which I thought they were supposed to do anyways. And no the house isn’t absolutely destroyed or anything. He even said himself the house looks clean but they still have to do the rugs and a final clean through. I was told they have to do this anyways no matter what the house looks like. So why am I having to pay for this? Side note I’m 90% I’m gonna get stuck with the bill because my other two roommates aren’t gonna chip in. One owes me 600 in utilities and refuses to pay me and the other one is moving out of state. Any words of wisdom from you guys?
