California. Are there any HSA-like alternatives for people who pay the healthcare costs of relatives who are not tax dependents?

I am a single 31 year old. Have good health coverage for myself but my mother and brother do not have any coverage at all. (For reference, my dad works and my parents file taxes jointly, my brother is under 26 and is their dependent). I file taxes on my own and when I can, I help out with mom and brother's healthcare costs. (not assisted living, or anything of the sort).
I was considering setting up an HSA for this purpose, but from what I've researched, since mom and bro are not my dependents for tax purposes, their healthcare costs would not be eligible. Is this correct or is there any way that I could use the HSA for my mom and bro's care?
Are there any alternative accounts that help out people in my position? (Have dependents that aren't dependents for tax purposes/don't pay for more than half of their expenses). Thanks for any and all input.
