No employer retirement plan contributing max amount to Roth IRA should I be doing anything differently?

Long story short I left a poorly paying public sector job with a pension after one year for a 75% per hour pay increase but only at 20 hours a week. I have been making maximum contributions to my Roth IRA for the last 2 years. I am 35 and know I should be contributing more than $5,500 per year towards retirement. Besides finding a full time job with an employer sponsored retirement plan, what else should I be doing to ensure that I can retire some day? Is a Roth my best option?
