Can someone that earned money through side jobs but never paid taxes file a tax return

If someone worked making at least 350 monthly throughout 2022 but didn't pay any taxes on said income, can they file a return? Also, would they be able to claim the child tax credit and earned income credit? They have a spouse unable to work but only receives SSI, and they have 3 dependents. They have invoices from all jobs. Oh and they live in Texas if that matters...
