Getting 100% persona compendium

Making an attempt on the title this playthrough (also doing an izanagi only run too, surely this will end well)
How the fuck am I meant to get 100% anyway? Is it just fusing random ones together and hoping for the best? Picking all the new ones up? I have 33% from my previous playthrough, and I can see one on the bottom for example at level 6. How do I get it, it's been ages since I last played. I remember persona 5 having something that made this easier but I'm certain it's not a thing in this game.
