Why don't I have an option to download watch faces?

I have noticed this a few times, everything is up to date on iOS and watch and App Store not jail broken, when I go into the pebble App Store and click on a face to download it noticing that it is iOS compatible it won't even give me a download option. Am I doing something wrong? This isn't for every watch face btw.
